Effective September 05, 2022, the Online Licensing and Regulatory System (OLRS) will be implemented in the health facilities’ applications for Certificate of Need, Permit to Construct, License to Operate, Certificate of Accreditation, Authority to Operate, and Certificate of Registration.
OLRS is part of the continuing commitment of the Department of Health (DOH) in the realization of Universal Health Care and FOURmula One Plus for Health to harmonize and streamline regulatory systems in accordance with Administrative Order No. 2018-0014 entitled “Strategic Framework and Implementing Guidelines for FOURmula One Plus for Health (F1+)” dated May 30, 2018. This is also in compliance with R.A. 11032 or Ease of Doing Business (EODB) and Efficient Government Service Delivery Act of 2018.
The Department Circular No. 2022-0416 dated August 08, 2022, was issued entitled “Online Health Facilities Application for License/Accreditation in CHDs-RLED Central Luzon, CALABARZON, MIMAROPA, NCR as pilot offices, HFSRB, DOH Cashier, and FDA-CDRRHR, CDRR, FROO effective September 5, 2022”.
Kindly refer to the OLRS website (https://olrs.doh.gov.ph/) for the new applications, with changes, and renewal of license to operate of the health facilities. Please be informed that a User’s Manual is accessible on the respective Regional Helpdesk Official Website.
The following initial DOH Offices shall accept online applications with designated technical and system support from Mondays – Fridays 8:00 am to 5:00 pm.
