Established under Republic Act 4226, also known as "The Hospital Licensure Act," the
HFSRB has been the principal agency in the regulation of hospitals in the Philippines. While our
initial mandate was to regulate hospitals, we have now expanded our regulation to encompass
more than 20 different health facilities and services. This expansion aligns with Republic Act
11223 or the “Universal Healthcare Act” and the Department of Health's thrust of Sulong
Kalusugan.

Our ultimate goal is to establish a world-class regulatory system for healthcare. To
achieve this, the HFSRB remains committed to driving innovation and embracing technology to
enhance the efficiency and effectiveness of our regulatory processes. In 2022, we implemented
the Online Licensing and Regulatory System (OLRS), a transformative step toward a paperless
and streamlined system. Additionally, we established the Data Management Unit (DMU) which
can quickly gather and respond to data requests from various clients and develop the
digitalization of the processes of the Bureau. This is in line with Republic Act 11032 or the “the
Ease of Doing Business and Efficient Government Service Delivery Act of 2018.” By leveraging
technology, we are now developing methods and processes to improve the efficiency of our
services and make it more convenient for our clients and stakeholders.

We highly value open communication and collaboration with various societies,
organizations, and leaders within the healthcare industry. Our Regulatory, Licensing, and
Enforcement Division take the lead in conducting inspections to ensure compliance with
regulatory standards. We continuously strive to develop new regulatory practices while fostering
collaboration with health facilities to foster a culture of mutual growth and improvement.
Furthermore, our Standards Development Division plays a pivotal role in formulating policies
that guarantee the provision of high-quality and safe health facilities and services. Our aim is to
ensure equitable access for our policies. Lastly, our Quality Assurance and Monitoring Division
diligently monitors health facilities to ensure ongoing compliance with safety and quality
standards.
